Edward Millen Redevelopment Begins

Perth, Oct 31: Construction has officially started on the highly anticipated redevelopment of the Edward Millen site, a landmark project that will breathe new life into the historic precinct and transform it into a vibrant community hub.
The groundbreaking ceremony saw several key figures turn the first sod on-site, including Federal Member for Swan Zaneta Mascarenhas, Minister for Local Government and Youth Hon. Hannah Beazley, Mayor of the Town of Victoria Park Karen Vernon, and Tim Mack, Managing Partner of Blackoak Capital Ventures.
The ambitious project, made possible through a unique public-private partnership, will restore and repurpose the state heritage-listed buildings into a variety of public spaces.
The redevelopment, backed by $4 million in Australian Government funding, aims to balance modern amenities with the preservation of local heritage.
“As an East Vic Park local and mum of two young kids, preserving places like the Edward Millen buildings means our heritage will be around for them and other WA families,” said Mascarenhas, emphasising the importance of community spaces. She added that the federal government’s contribution reflects a broader commitment to safeguarding Australia’s history.
The revitalised site will feature multiple facilities, including a café, bakery, and museum within the Rotunda building. Meanwhile, the adjacent Mildred Creak building will offer a bar, bistro, and microbrewery, catering to locals and visitors alike. Other highlights include a childcare centre, petting zoo, produce gardens, and market spaces, all set within landscaped alfresco areas designed for outdoor play and community interaction.
“The Edward Millen Precinct has been a part of the fabric of Victoria Park for more than a century,” said Beazley. “The redevelopment will restore and celebrate the historic buildings, creating a thriving community hub.”
Mayor Vernon reflected on the long journey to reach this point, noting the seven years of collaboration with residents and developers.
“This project will not only deliver much-needed amenities for our growing community but also serve as a regional destination for visitors,” she said. “It’s a perfect example of how we can meet the modern needs of our residents while preserving our heritage.”
Leading the redevelopment is Blackoak Capital Ventures, chosen for their expertise in restoring heritage buildings. Tim Mack, Managing Partner at Blackoak, said the goal is to create spaces that foster connection and community engagement.
“Our expertise allows us to breathe new life into historically significant buildings,” Mack said. “With this transformation, we’re bringing that vision to life by creating a vibrant hub offering childcare, cafés, and outdoor spaces.”
The construction phase is expected to continue through 2024, with completion slated for late 2025. A soft opening will allow the community to explore and enjoy the new precinct as soon as the final touches are in place.
This redevelopment marks a new chapter for the Edward Millen site, transforming it into a destination where heritage and modern living coexist harmoniously.
